Artsakh has been under siege for 201 days

Artsakh has been under siege for 201 days.

According to the Artsakh InfoCenter:

  • Due to the suspension of planned surgeries in all medical institutions of Artsakh, about 1,520 citizens were deprived of the opportunity to solve their health problems through surgery, increasing by about 30 cases in the last 3 days.
  • Until today, 550 patients were transferred from Artsakh to Armenia with the mediation and accompaniment of the International Committee of the Red Cross, and another 70 were transported to receive appropriate treatment with the accompaniment of Russian peacekeepers. After being suspended for almost a month due to additional Azerbaijani obstacles to ICRC activities, the recently resumed transfers have been completely interrupted for 10 days. On 25 June, ICRC operations along the Lachin Corridor resumed.
  • A total of around 3,900 people, including 550 children, have not been able to return to their homes as a result of the blockade, some of whom have already returned home with the assistance of the Red Cross and Russian peacekeepers.
  • No citizen traveled freely along the Stepanakert-Goris highway (Lachin (Kashatagh) corridor), and the cases of two-way movement of people decreased by about 203 times, and there were only made with the support of the Red Cross and the Russian peacekeepers (instead of 492,450 people in 201 days, 2,422 entries and exits. Moreover, in the last 3 days, 59 cases of exit and entry of citizens were registered, only by the Red Cross).
  • Not a single car of Artsakh citizens passed through the blocked road, and the total movement of cars was almost 64 times less than it should have been without the blockade (instead of 184,920 in 201 days, 2,908 cars entered and exited, and that is only through the Red Cross and the Russian peacekeepers). This means that in the last 3 days, only 12 entries and exits of vehicles were recorded by the Red Cross alone.
  • About 14 times less vital goods were imported by the Red Cross and Russian peacekeepers than would have been in the case without the blockade (5,688 tons instead of about 80,400 tons in 201 days, of which only 6 tons in the last 3 days, exclusively medicine, only by the Red Cross).
  • During the blockade, Azerbaijan has completely or partially interrupted the gas supply from Armenia to Artsakh for a total of 135 days, and the electricity supply has been completely interrupted for 172 days. This has resulted in daily and additional emergency shutdowns and many facilities closing or reducing operations.
  • 860 economic entities (20.1% of the total) have suspended their activities due to the impossibility of working under the blockade, and the rest of the economic entities operate with partial volume or with state support.
  • Due to the blockade and the disruption of vital infrastructure, an estimated 11,000 people (including government-supported temporary employment cases) have lost their actual jobs and income since the beginning of the blockade, which is more than 50 percent of those employed in the private sector.
  • The construction works of 32.6 kilometers of roads, tens of kilometers of water lines, irrigation systems for thousands of hectares of land, 3,717 apartments, and more than 40 social and industrial infrastructures have been stopped.
  • During the blockade, the economy of the Republic of Artsakh suffered a loss of about 382 million USD, leading to the failure to provide about 42 percent of the predicted annual GDP index (903 million USD).

On 22 February, the International Court published the decision regarding the request submitted by Armenia and stated: “Since 12 December, the connection through the Lachin Corridor has been disrupted, the supply of food, medicine and other necessary goods to Nagorno Karabakh has been hindered, which can cause irreparable damage.

“The Court considers that it is necessary to apply a temporary measure and court records that Azerbaijan is obliged to take the measures that depend on it to ensure the uninterrupted movement of people and goods in both directions through the Lachin Corridor.”

It was noted that the court’s decision came into force from the moment of its publication.

However, the fact is that the road is still closed.

Due to the lack of international pressure on Azerbaijan, the Armenians of Artsakh are facing a humanitarian disaster. The appeals of the international community have been ignored by the leadership of Azerbaijan until now.

Fundamental human rights have been violated for 200 days, and international organizations and states are silent.

Due to the terrorist behavior of the Azerbaijani side, the villages of Shushi region are completely cut off from the capital of Artsakh and other settlements.

It should be noted that the Governing Board of the CSO Anti-Corruption Coalition of Armeniaalso made a statement. “This blockade, under the guise of environmentalism, pursues   the realization of the corrupt ambitions of the despotic leadership of Azerbaijan to seize the most important assets of Artsakh’s economy.”
