The Prosecutor’s Office demands to confiscate from Gagik Beglaryan property of allegedly illicit origin worth 16.8 Billion AMD

On 3 April, the Anti-Corruption Court held the trial on the case of confiscation of property of illicit origin from the former Mayor of Yerevan, former Minister of Communications and Transport Gagik Beglaryan, his wife Nune Nikolyan, son Hrant Beglaryan and daughter Natella Beglaryan. The session was presided by Judge Narine Avagyan.

According to the lawsuit, the Department for Confiscation of Property of Illicit Origin of the RA General Prosecutor’s Offices submitted a claim to the court to confiscate in favor of the Republic of Armenia from the former Mayor of Yerevan, former Deputy of the RA National Assembly, former RA Minister of Transport and Communications Gagik Beglaryan, and 3 related persons the following assets, in particular:  

  • 33 apartments, areas, buildings, parking lots located in Yerevan, 11 of which are located on Northern Avenue, 7 on Khorenatsi Street, 3 on Arshakunyats Avenue, 2 private houses on Azatutyan Avenue, 2 areas on Tamanyan Street, 2 (building and parking lot) on Teryan street, as well as real estate located in other administrative districts of Yerevan, 2 plots of land in Kotayk marz (Tsaghkadzor Vommunity) and 1 plot of land in Ararat (Sis Community), 1 vehicle (MERSEDES-BENZ S600L), and in case of impossibility, their average market value, which is AMD 10,704,483,825 in total,
  • 10 rights of participation in legal entities,
  • 8 rights to demand the unreturned part of the loan in the amount of AMD 1,879,759,719,
  • AMD 882.745.274.9 as the balance of the income received from the use of property of illicit origin, as well as the proceeds from the sale of property,
  • AMD 3,317,008,604, which is not justified by the legal income of a person, has an illicit origin and cannot be confiscated based on Part 4 of Article 20 of The Law on Confiscation of Property of Illegal Origin.

Iravaban.net reports that the court decided not to allow the vido recording of the court session, as the defendants’ representatives, Gohar Avagyan, Gohar Gevorgyan, as well as Norayr Balayan, stated that they were against it.

During today’s court session, Nelli Ter-Torosyan, Prosecutor of Department for Confiscation of Property of Illicit Origin of the RA General Prosecutor’s Offices, presented her petition regarding the involvement of third parties.

After the end of the session, in the conversation with the journalists, the prosecutor mentioned that Gagik Beglaryan and the persons related to him gave loans, which, according to the assessment of the competent body, have not been returned yet. This petition was related to the mentioned 10 companies.

According to Nelly Ter-Torosyan, the claim submitted by the Prosecutor’s Office regarding the property of allegedly illicit origin of 16.8 billion AMD includes the sums of the average market values ​​of the properties and the submitted monetary claim.

“Gagik Beglaryan did not personally appear at the Prosecutor’s Office. The defendants believe that they will be able to justify the acquired property with legal sources,” the prosecutor noted, adding that there are properties that are justified by legal income.

The investigation into the defendants’ allegedly illicit sourced property began in 1992.
