We present to your attention information on the property and income of the Minister of Justice Karen Andreasyan and his wife, as well as the Deputy Minister of Justice Grigor Minasyan and his wife. (Infographics at the end).

Karen Andreasyan was appointed Minister of Justice on 3 August, 2021. 

Prior to that, he held the position of Human Rights Defender of the Republic of Armenia from 2011 and until 2016.

In 2014, he declared AMD 56,000,000: his income that year was AMD 11,615,131, which was received from his salary.

In 2015, his funds decreased to AMD 43,000,000. The income was again received only from the salary and made AMD 11,615,131.

In 2016, when terminating the office, he declared ․

• An apartment,
• The buildings newly constructed, acquired and registered and evaluated by the authorized body maintaining the real estate cadastre in accordance with the legislation of the Republic of Armenia, which have not yet received state registration of rights, as well as buildings and constructions voluntarily constructed on the land by persons having the right of ownership or land use, including voluntary constructions in apartment buildings or adjacent buildings;
• AMD 43 million,
• AMD 780,000 income from salary.

Since 3 August, 2021, Karen Andreasyan held the post of Minister of Justice. He declared:

• Apartment in Yerevan, Kentron administrative district – solely owned, donated,
• Private house in Tavush region, Dilijan – solely owned, bought in 2012,
• Private house in Greece, Central Macedonia, in Gerakini – solely owned, bought in 2019,
• $ 51,800 bank deposit,
• Expensive jewelry worth AMD 4,000,000 – donation received in 2017,
• AMD 3,840,871 in the bank account,
• 251,800 Euros in a bank account,
• $ 8,117 in a bank account,
• AMD 1,200,000 cash,
• AMD 17,583,689 and USD 7,616 from salaries and rent payments.

In 2014, Karen Andreasyan’s wife, Eva Arakelyan, declared:

• AMD 30,000,000,
• AMD 6,478,640 income from salary.

In 2015, she declared:

• AMD 25,000,000,
• AMD 6,470,640 income from salary.

In 2021, the minister’s wife declared:

• “Toyota” car of 2013 production,
• Purchase of 40% stake in 2012,
• AM Law Firm LLC,
• AMD 418,758 in the bank account,
• AMD 700,000 cash,
• Loan of AMD 12,200,000 provided to AM Law Firm,
• Income of AMD 694,230 AMD from the salary received from AM Law Firm,
• Another loan in the amount of AMD 238,127.

Grigor Minasyan was appointed Deputy Minister of Justice by Prime Minister Nikol Pashinyan 12 January decision.

As of the day of assuming the office, he declared:

1. Non-residential area of an apartment building – sole ownership, bought in 2013, Yerevan, Shengavit,,
2. Non-residential area of an apartment building – share ownership (50%), 2014, which was not a purchase, but was acquired by the decision of the community head, Yerevan, Shengavit,

4. Apartment – joint ownership, bought in 2019, Yerevan, Shengavit,
5. Public building – share ownership (50%), bought in 2017, Yerevan, Kentron,

7. Garage – share ownership (50%), bought in 2018, Yerevan, Kentron,
8. Apartment – sole ownership, bought in 2011, Yerevan, Center,
9. Garage – sole ownership, bought in 2008, Yerevan, Center,
10. Apartment – sole proprietorship, bought in 2020, Greece, Central Macedonia, Thessaloniki,
11. Private house – sole ownership, bought in 2011, Kotayk region, Tsakhkadzor,
12. Parking – sole ownership, bought in 2011, Yerevan, Center,
13. Apartment – joint ownership, acquired by the decision of Myasnikyan Regional Executive Committee, Yerevan, Kentron,
14. Apartment – joint ownership, donation, 2012, Bulgaria, Burgas, Sozopol.

Grigor Minasyan did not declare movable property, but declared two cars, which he actually owns. They are:

• “Toyota” car of 2013 production,
• “Cadillac” of 2016 production.

He declared as a security/investment the share acquired in 2012.

He also has a loan/deposit in AM Law Firm in the amount of AMD 5 million.

Grigor Minasyan declared 5 properties worth more than AMD 4 million, all of which were donated in 2009 ․

• Wrist watch – $ 22,000
• Wrist watch – $ 16,000
• Work of Art – $ 12,000
• Work of Art – $ 15,000
• Work of Art – AMD 15,000,000.

His bank funds amounted to:

• 179,283 Euros,
• AMD 3,445,000
• $ 1,030

Cash:

• $ 20,000,
• 2,000 Euros.

Grigor Minasyan also declared the income of himself, his minor family members/persons and persons under guardianship or trusteeship.

• Payment for rent or other compensation – T&G GROUP LLC – AMD 480,000,
• Payment for rent or other compensation – Mouratidis Charalampos – 1,400 Euros.

Grigor Minasyan also presented the declaration of interests:

• Director of AM Law Firm since 11 May, 2012, with 60% stake in LLC.
• Maria Alexander Stepanyan (wife) – Director of “Prof Tax” LLC, since 9 February, 2015, 100% participation.

Grigor Minasyan is also:

• Member of the Board of Directors of the “European Public Law Organization” non-profit organization
• Director of “European Public Law Organization” Branch in Armenia.

The organization’s headquarter is in Athens, Greece.

Grigor Minasyan’s wife Maria Stepanyan has not declared real estate.

She has declared a “Toyota” car of 2013 production as movable property.

She declared 100% of the shares bought in 2015 as a security/investment.

Maria Stepanyan also has a loan in the bank – AMD 76,000.
