Coronavirus and Business: Steps taken by the State

The Unified Information Platform against Coronavirus (Covid19.gov.am) has collected information on the steps the state is taking to conduct business in a state of emergency related to coronavirus.

Thus:

  • The government has decided to provide at least 150 billion drams in support to the economy. The main purpose of this support is to increase the productivity and competitiveness of the economy in the post-crisis period, to promote innovation and new ideas.
  • The first package of 25 billion drams will be used to provide affordable business loans. In particular, loans will be given to pay salaries, to cover utilities, to organize production of raw materials, equipment, and in the case of trading companies to import foodstuffs. The package has three main tools: Co-financing, refinancing and interest subsidy. Thus, companies using this package will receive up to 50% co-financing from the government at 0% of their credit, and the other 50% bank interest will be subsidized. As a result, 0% interest rate loans will be provided. This support can also be used by agricultural workers to purchase equipment, seedlings, fertilizers, and agricultural products.
  • About 25 billion drams will be allocated and will be used as needed.
  • The fund will provide about 80 billion drams of assistance. It will be used to finance innovative ideas. This support will be aimed at reforming the economy in line with the post-crisis situation.
  • At this stage, the government is responding to the impulses coming out of business through ongoing and operational work. This is why changes have been made in the decision to temporarily restrict communication with the Islamic Republic of Iran in order to organize the normal operation of production companies. With this change, the government has allowed the transportation of some raw materials that are vital for local organizations as well. Discussions with the private sector are ongoing to identify the raw materials needed for uninterrupted manufacturing activities and to include them in the list of exceptions. Businesses operating in the list of product codes should apply to the State Revenue Committee, which, with the consent of the Ministry of Economy, will allow the transportation of goods.
  • Regardless of the state of emergency, the production process in the Republic of Armenia continues to comply with all sanitary and hygienic rules. HLI has also tightened disinfection and prevention measures in manufacturing companies. Entrepreneurs have received relevant guidance.

It should be reminded that the Government of Armenia has declared a state of emergency in Armenia which applies throughout the Republic of Armenia from 16 March, 2020, from 18:30 till 14 April, 2020, at 17:00.
