The Only Judge of the Constitutional Court, Arman Dilanyan, has declared 107 Thousand USD, 120 Thousand EUROs and 45 Million AMD

Judge of the Constitutional Court Mr. Arman Dilanyan is in the judicial system since 2013.

On 12 December, 2013, he was appointed judge of the RA Administrative Court by a presidential decree, and the National Assembly elected him as member of the Constitutional Court in 2018.

On 28 April, 2017, he was elected a member of the Council of the Association of Judges of the Republic of Armenia by the General Assembly of the Union of Judges.

On 13 September, 2018, he was elected judge of the Constitutional Court by the National Assembly. Notably, he did not submit a declaration on property and income at the time of assuming the position of the CC judge.

In 2013, when assuming the post of the judge of the Administrative Court, according to the declaration that Arman Dilanyan presented to the Commission on Ethics of High-Ranking Officials of Armenia, his funds amounted to:

  • 45 million AMD
  • 150 thousand USD
  • 120 thousand EUROs.

His revenues amounted to 2 million 571 thousand 549 AMD, which was received from 4 sources, salaries.

According to the Declaration of 2013, his revenues increased and totaled to 5 million 947 thousand 278 AMD and were received from 3 sources, salaries and other income.

According to his declaration for 2014, at the end of the fiscal year his funds totaled to:

  • 40 million AMD,
  • 150 USD,
  • 120 thousand EUROs.

Arman Dilanyan’s income totaled to 5,630,623 AMD, which was received from three salaries, and also received 1,150 USD in income from the interest of loan.

In his annual declaration for 2015, his funds decreased.

The funds at the beginning and at the end of the tax year totaled to,

  • From 45 million AMD – to 32 million 700 thousand AMD,
  • From 150 thousand USD to 122 thousand USD,
  • From 120 thousand EUROs to 111 thousand EUROs.

His incomes totaled to 6,754,994 AMD received from 3 sources, salaries.

Arman Dilanyan’s proceeds continued to decline in his annual declaration for 2016:

  • 29 million AMD,
  • 114 thousand USD,
  • 105 thousand EUROs.

Revenues amounted to 6,947,079 AMD, received from 3 sources, salaries.

Arman Dilanyan’s funds decreased in 2017 as well:

  • 25 million AMD,
  • 107 thousand USD,
  • 102 thousand EUROs.

He received a loan of 260,000,000 in 2017.

Labor remuneration was 7 million 443 thousand 986 AMD, which was received from 3 sources.

According to the declaration for 2013, at the time of assuming the post Araksya Hovsepyan was mentioned as Arman Dilanyan’s spouse,

In her declaration for 2013 her funds totaled to:

  • 5 million AMD,
  • 14 thousand USD.

Income from salary was 4 million AMD.

In 2015, Naira Alexanyan presented annual declaration as Arman Dilanyan’s wife.

Her funds totaled to 5 million AMD, the income was 1 million 135 thousand 519 AMD, which was received from salary.

By the end of the tax year 2015, Naira Alexanyan’s funds  increased by 500,000 AMD, and the revenues amounted to 1 million 555 thousand 150 AMD, which was again received from salary.

In 2017, her funds decreased and totaled to 3 million AMD, and revenues made 664 thousand 614 AMD.

Arman Dilanyan has 2 underage children. Only one of the children, Mikael Dilanyan’s presented the declaration for 2017 to Commission on Ethics of High-Ranking Officials of Armenia, however nothing is mentioned in it.

Below is the biography of the Constitutional Court judge Arman Dilanyan

  • Arman Dilanyan was born in 1974 in the village Getapnya, Ararat Marz.
  • 1996 – graduated from Faculty of Law of YSU.
  • 2004 – PhD in International Public Law. PhD thesis topic: “International Courts and Issues of Peaceful Settlement of Interstate Disputes”.
  • From 21.08.1996 worked at the Constitutional Court of the Republic of Armenia as the First Category Specialist of the Secretariat of the Staff, Assistant to the Vice-President and Head of the Division of Analysis of Individual Applications of the Legal Advisory Service (Department).
  • 09.2012 – 26.04.2013 – Head of the Legal Advisory Service (Department) of the Staff of the Constitutional Court of the Republic of Armenia.
  • From 03.04.2006 to present – teaches at Armenian-Russian (Slavonic) University (“International Law”, “International Justice”).
  • From 03.04.2006 till February 2013 – Head of the Chair of International and European Law at the Law Faculty of Armenian-Russian (Slavonic) University.
  • On 12.12.2013, by the decree of the President of the Republic of Armenia, was appointed Judge of the RA Administrative Court.
  • Since 2015 – teaches at the RA Attorney School (“Representation in Administrative Litigation”, “Representation in Administrative Proceedings”).
