Property and Income of CC Member Felix Tokhyan

In 1991-1995 Felix Tokhyan was a juror at the Supreme Court. On 23 September, 1997 he was appointed member of the Constitutional Court.

On 23 April 1998, by a decree of the President of the Republic of Armenia, he was awarded a highest class qualification for judges.

Since 2003, he is the Head of the Chair of Theory of Law and Constitutional Law of the Russian-Armenian (Slavonic) University, Lecturer.

Felix Tokhyan submitted his first declaration on property and income to the Commission on Ethics of High-Ranking Officials of Armenia in 2011.

The CC member had declared 400 thousand AMD at the beginning of the fiscal year, which at the end of the year decreased to 100 thousand AMD.

The CC member had reported 13 million 404 thousand 156 AMD in 2011 as well, which was received from two salaries.

At the beginning of the fiscal year 2012, he declared 400,000 AMD was declared, which at the end of the tax year dropped to 100,000 drams.

In the tax year Felix Tokhyan reported 13 million 615 thousand 524 drams of income, which he received from 2 salaries.

The CC member has declared income of 16 million 994 thousand 615 drams, which was recieved from 2 salaries.

At the beginning of the tax year 2014, Felix Tokhyan declared 400,000 AMD, which at the end of the tax year has increased and totaled to 2 million AMD.

The income from two salaries amounted to 17 million 733 thousand 39 AMD.

Felix Tokhyan acquired an apartment in the fiscalyear of 2015, which, according to the declaration was worth 3 million AMD.

The 2 million AMD declared at the beginning of the tax year has decreased to 100,000 AMD.

The income from two salaries totaled to 14 million 955 thousand 313 drams .

At the beginning of the fiscal year 2016, Felix Tokhyan announced 100,000 AMD, but at the end of the tax year the image has changed and his funds were as follows:

  • 1 million 900 thousand AMD,
  • 8,800 USD,
  • 10 thousand rubles.

Income from two salaries totaled to 14 million 863 thousand 442 AMD .

At the end of the fiscal year 2017, the CC member has announced the following funds:

  • 1 million AMD,
  • 15 thousand USD.

Earnings from 2 salary totaled to 15 million 187 thousand AMD .

In annual income declarations for 2011 and 2012 of Felix Tokhyan’s wife, Marine Tokhyan only one source of income – the salary was mentioned, which amounted to 1 million 134 thousand 740 AMD.

In 2013, she declared an income of 1 million 129 thousand 900 AMD, in 2014 the income from salary was 1 million 319 thousand 110 AMD.

At the beginning of the tax year 2014, Marine Tokhyan declared 100 USD, and at the end of the tax year 2000 USD and 500 EUROs.

In 2015, the CC member’s wife declared 2,000 USD. The income that she earned remained the same.

In the declaration presented in 2016, the loans of 12,500 USD and 2000 EUROs were returned to Marine Tokhian.

At the beginning of the fiscal year, she declared $2,000, which at the end of the tax year made 0 AMD .

The only income from salary remained the same.

In 2017, Felix Tokhyan’s wife started the tax year for 0 AMD, but her income at the end of the tax year amounted to 1 million 699 thousand 517 AMD. 

The income from salary was 1 million 377 thousand 793 AMD.

Felix Tokhyan, Judge of the Constitutional Court was born on 20 June, 1956, in Stepanakert, Nagorno Karabach.

  • 1979 graduated from the Yerevan State University’s Faculty of Law with honours.
  • 1982 was an aspirant at the Institute of Philosophy and Law at the National Academy of Arts and Sciences of the Republic of Armenia.
  • 1983 worked as a fellow and a researcher at the same institute.
  • 1991-1993 was the Head of the Faculty of Law of the “Galik” University.
  • 1993-1995 was a Specialist of the Mandate Committee of the Supreme Council of the Republic of Armenia
  • 1995 worked at the College of State Administration of the Republic of Armenia as a professor of law.
  • 1991-95 was a people’s assessor of the Supreme Court of the Republic of Armenia.
  • 1997, June 23 was appointed as a member of the Constitutional Court of the Republic of Armenia.
  • 1998, April 23 by the Decree of the President of the RA was awarded the Highest Qualification of a Judge.
  • 2003 Is the Head of the Department of Law, lecturer at the Slavonic University of the Republic of Armenia.
  • Has a Ph.D in Law. Has authored 8 books and some 70 scientific articles.
