Today, at 12: 00 the fire stopped on NKR-Azerbaijan border upon the bilateral agreement. Davit Babayan, the Press Secretary of NKR President said in the interview with Iravaban.net. In response to our question whether at this point there are negotiations on signing a new ceasefire agreement or any document related to the 1994 ceasefire agreement, Davit Babayan said:
“There is an agreement and there is arrangement. The agreement is one and was signed in 1994. All further arrangements must comply with the provisions of this Agreement, I think there is no a need for a new agreement. Whereas arrangements may be different.”
To our observation on how this agreement can be reliable? D. Babayan noted that even the agreement cannot be reliable basis in case of Azerbaijan.
To our inquiry, why Azerbaijan asked for a ceasefire, the Press Secretary of NKR President said, “First, they failed to reach settlement by the military means: Second, due to a number of international arguments; the public did not accept such steps.”
Davit Babayan also informed that compared to 1 April, the current military-political balance has not changed.
P.S. The Press Secretary in the interview with us once and again confirmed that mercenaries and terrorists fought on the side of Azerbaijan. He also added that the latter took the advantage of the fact that the civilians – Azerbaijanis living in villages bordering the conflict had left in panic, entered their homes and robbed. The Press Secretary said that in the houses where the residents stayed there were cases of robbery and rape as well.
