“What is the difference what kind of text it is until we have an electoral system which has people’s confidence when “Yes” is “Yes” and “No” is “No,”? Secretary of the “Heritage” Faction of the National Assembly Tevan Poghosyan reported in the interview with Iravaban.net about the Constitutional Reforms.
He says that there are no mechanisms for realizing all the authorities applied by the Constitution: “What kind of mechanisms would be applied for changes? No progress will be until we are not sure of those processes. That text is very good issue for discussing but it is very far from the reality.”
According to Mr. Poghosyan, the process of the Constitutional Reforms must raise the confidence in electoral system among the people, the mechanisms must be formed which allow the contemporary Constitution to realize: “Many ideas which are considered to be the reforms now can be called according to the Constitution, give the opposition authority or pass to the Proportional Representation,” says the Deputy because, in his opinion, there are no tools which can enjoy confidence among the voters
