The Control Chamber remains one of the strongest Pillars of the National Integrity System: TIAC

On 30 April, Transparency International Anti-Corruption Center (TIAC) presented “National Integrity System Assessment Armenia 2014” Report, which examined the anti-corruption mechanisms and safeguards in 13 institutions of the RA (among them the Control Chamber of the Republic of Armenia). According to the report, the “Control Chamber remains one of the strongest pillars of the National Integrity System (NIS), and though the actual independence of the Control Chamber is on the middle level, yet the transparency, accountability, and integrity level is still high. The Control Chamber continues to duly carry out its mission.”

The report indicates that “compared with other state institutions, the Control Chamber may be regarded as more independent and transparent, at the same time the reports of the chamber are rather well designed from the aspect of accountability.”

The authors of “National Integrity System Assessment Armenia 2014” Report, summarizing the results of the study made the following recommendations:

1. To make the Chamber of Control more independent, by considering providing constitutional immunities for the members of the Chamber and altering the relevant legislation with the aim of removal of vague grounds for resignation by members of the Chamber.

2. To amend legislation with the aim of stipulating concrete timeframes of posting the responses of other state and municipal bodies to the findings of the Chamber.

3. To take adequate steps and reform the legislation to increase organizational and financial independence of the Chamber.

4. To take steps for providing staff of the Chamber with “needs based” training.
