The preliminary investigation of the criminal case initiated in the Syunik Regional Department of the Investigative Committee of RA on the acute carbon monoxide poisoning, which caused death of a citizen is over, informs the RA IC.
On 19 October 2014, an alarm was received, according to which, dead body of Kajaran city resident Artur Karapetyan, was found in the bathroom of the house. His wife was also found in the same place but she showed signs of life. A criminal case was initiated. The preliminary investigation found out that on 19 October 2014, approximately at 17.00-19.00 in the mentioned house of Kajaran the malfunctioning products of gas-air mixture in the water heater, had not been expelled completely to the atmosphere producing a quantity of carbon monoxide dangerous for the human life. Due to the contravention of impermeability of smoke and ventilation ducts’ bulkhead the gas penetrated to the vent path of the bathroom, compiling in the bathroom and kitchen. Severe life threatening damages were caused to the life of A. Harutyunyan who was in the bathroom at that moment. She was diagnosed with exogenous carbon monoxide poisoning. Her husband A. Karapetyan died as a result of acute carbon monoxide poisoning.
Further investigations revealed the name of the person responsible for the security of the services offered to the consumer: D. Katanyan has been weorking as a provider of gas supply system technical service since 2012. During inspections in the house of Karapetyans he had noticed the voluntarily conducted gas pipe and additional devices. He had reported about the addition to the number of the spots in the bulletins and inventory sheets of the gas devices. However he had not made an act of domestic gas system violations reversal or gas supply break (disconnection of the gas device or loop), ha had not turned off the heater at once or closed it with a corky valve, he had not stamped with holographic seals and had not informed the provider about the infractions and drawbacks.
Based on evidences handed during the pre-trial proceedings, an indictment is filed to D. Katanyan according to the Point 3 Part 3 of Article 279 of the RA Criminal Code. Signature of not leaving was chosen as a measure of restraint for him.
The criminal case along with accusation is sent to the prosecutor implementing the control over legacy of preliminary investigation; the accusation has been affirmed and sent to the Syunik Marz Court of General Jurisdiction.
Note: The suspect or the accused of the alleged offence is deemed innocent unless his or her innocence is proved by virtue of the effective court verdict in the manner prescribed by the Criminal Procedure Code of the Republic of Armenia.
