The “Informed Citizens” NGO has made a video about the murder case of Avteisyan family. The message of the NGO says that the idleness of command of Russian 102nd Military Base resulted in the murder of Avetisyan family.
Besides, there is a detailed reference about the legal basis of transferring Permaykov to the Armenian side. The video also lists all the Armenian-Russian interstate contracts, which were violated as a result of not informing about Permyakov’s armed escape, searching him armed and not transferring him to the Armenian side.
