“The social sphere shall be included in the Draft Anti-Corruption Strategy,” considers Nelly Hayrapetyan, Gegharkunik Regional Coordinator of the AYLA. “There are many areas that are much more corrupted, and anti-corruption measures to curb them should be worked out. But it turned out that these areas are not included in the Draft Anti-Corruption Strategy,” she said. Mrs. Hayrapetyan noted that in Gegharkunik marz the corruption risks were especially numerous in the social sphere.
She does not agree with the composition of the Council. She considers that only two non-governmental organizations in the Council are not realistic, and it is advisable to increase the number of CSOs. “I believe that two non-governmental organizations shall not be able to ensure majority of the votes, and thus their voice and their decisions shall not be decisive or have power,” she said, and stressed the need to modify the structure of the Council. “The Anti-Corruption Council shall be comprised of people who are experts in Anti-Corruption fight; who are knowing and able to fight against it. Whereas the current composition of the Council proves the opposite,” she said.
Mrs. Hayrapetyan considers that the Council should include the representatives of opposition as well as of the business sector. However, according to the AYLA member, the current composition of the Council shall not be able to work effectively; therefore the history of the anti-corruption strategies of the past years will be repeated.
The regional coordinator spoke about the terms of the program as well. She considers that the not all points of the program will be fulfilled by 2018, as it occurred in the case of the previous program and which led to the failure of the struggle.
