A Part of the Contest for ECHR Judges was held in Secrecy: The Observer is not sure that it was conducted Fairly

A significant part of the selection contest for ECHR judges was kept in secrecy from the observers. The transparency principle of the contest was violated. Lusine Hakobyan, President of “Europe in Law Association” NGO, who was involved as an observer, said in the interview with Iravaban.net.

“We were not allowed to observe the tender bids submitted by the applicants as well as the attached documents, CVs, declarations, why tհey wanted to be an ECHR judge, education and professional experience. Las time we were allowed to view these and we discover that there were three people who submitted the applications in violation of the terms. Apparently this was the reason that this time access to documents was limited,” L. Hakobyan said.

She informed that the observers were banned from attending the final session of the contest committee, and as a result they were deprived of the opportunity to observe how the committee members evaluated the candidates and justified their assessment.

As for the summarization of the contest results, Lusine Hakobyan said that the committee had to publish the corresponding protocol in a three days period; however it was unclear why the protocol was not published yet.
