Today a number of Russian media disseminated information from own official sources, that the Russian investigators have launched a criminal case against the military commissar of the city Baley, who had recruited Permyakov to the army. It is reported that the military man was accused of negligence, which possibly could be a cause of the brutal murder of Avetisyans family in Gyumri on 12 January 2015. Investigators suspect that the military commissariat had recruited to the army a person (Permyakov) who had mental aberration, and attached positive characteristics to the documents.

In this case, according to Mr. Norikyan, it is necessary to wait for the forensic examination results, which will answer to the following question, “Whether or not the criminal was criminally sane at the time of the crime. If the examination recognizes him insane, then he is not a subject to criminal responsibility. At the same time if the forensic medical examination recognizes him sane, then despite the nature of his disease he shall be convicted,” Mr. Norikyan said.
