Today, the RA Prosecutor General’s Office announced that Valery Permyakov, the suspect in the brutal murder case in Gyumri, is a citizen of the RF and is under the supervision of the RF Law Enforcement Bodies that is under the RF jurisdiction.
In the conversation with Iravaban.net, advocate Norayr Norikyan said that the RF Constitution, provides that the RF citizen cannot be extradited to another state.
Talking about Permyakov’s case he said, “Here we have only the problem of Permyakov’s arrest. If he was arrested by the RF frontier guards, then there is a question of the territory where he was arrested. Is this territory under the RA jurisdiction or a territory under the jurisdiction of RF?”
Mr. Norikyan mentioned that last year he had had a case which had general legal features with the murder in Gyumri. “It was a case of a soldier of the Russian military base. A car accident had occurred, which caused the death of a RA citizen. The case was investigated by our investigator, our military prosecutor’s office carried out the procedural control, the Court of general Jurisdiction of Shirak marz had announced the judgment,” said the advocate. He assured that if the suspect was arrested by the Armenian side then no such question would have arisen. “This special case occurred only by one reason, that is because Permyakov was arrested by the Russian side,” said the advocate. He rather sees a political component in this whole process.
