The CSO Network for Protection of the Rights of Forcibly Displaced Persons from Artsakh was founded on March 12, 2024, uniting twelve civil society organizations.
Mariam Avagyan, director of “Krunk” NGO for Protection of Artsakh Armenians’ Rights, a member of the network, emphasized in a conversation with Iravaban.net that there is uncertainty regarding the Artsakh issue, which became particularly evident after the forced displacement in 2023.
“I think there is also a deliberate intention that until now Artsakh Armenians have not been able to unite around contradictory issues. The Government, which lacks a clearly developed strategy, has a significant and negative role. The impression is that they decide what to say each day according to their mood. For an Artsakh Armenian, their passport is a unique connection with Artsakh. Many perceive it this way. Let me say that internal policy in this regard is very sloppy. There are Artsakh Armenians who have received a passport, but it states: ‘Born in the Hadrut region of the Republic of Artsakh.’ Do you understand? There’s an impression that there is a state system, but that system works sloppily,” says our interlocutor.
According to her, the housing provision program has turned into blackmail – if you want a house, become a citizen: “We have shamelessly failed to form a literate political elite both in the government system and in the opposition field. The fate of all Armenians has been decided in the field of random people, that’s why today we have what we have. All legal and political issues of Artsakh Armenians are complicated and uncertain.”
