Gegham Stepanyan, Human Rights Defender of the Republic of Artsakh, wrote on his Twitter microblog:
“On 19 September, Azerbaijan launched a large-scale attack against Artsakh/Nagorno-Karabakh, the surrounding areas of civilian communities, including Stepanakert, are also targeted.
This is genocide, nothing else.
And the mediators promise us rights and security within Azerbaijan.”
The Ministry of Defense of the Republic of Artsakh reports that on 19 September, around 1:00 p.m., the Azerbaijani armed forces violated the ceasefire along the line of contact by launching rocket artillery strikes.
