Investigative and procedural operations are being carried out in Kotayk Marz Investigative Department of the RA Investigative Committee, aimed to find out the circumstances of the case of neutralizing by shooting the suspected criminal by the patrol officer as a result of the criminal’s attempt to interfere with the official’s legal activity.
On 13 March, 2023, at 00:44, a resident of Hrazdan called the police informing that unknown persons had entered her home.
According to the received report, the police officers who went to the place of the incident based on the alarm, having learned from the citizen that there is a person in the barn next to the latter’s house, presented themselves and demanded that the latter come out. A man covered his face with a bag and with an ax in his hand came out of the barn. He demanded to be released, then, making irregular movements with an ax, attacked the police officers, trying to injure one of them. The police officers demanded to put down the ax, saying that otherwise they will use weapons. However, the man continued to make erratic movements with the ax, trying to injure one of the patrol officers. The latter fired 2 warning shots with the “GLOCK” pistol attached to him, during which the man again tried to hit the patrol officer with the ax in his hand. The patrol fired 1 shot at the man with the pistol, causing an injury in the цхест area.
After providing first aid, the man was immediately taken to Hrazdan Medical Center by the ambulance, where he died.
In the course of the operative and investigative measures undertaken, the identity of the man was revealed. He is a resident of Hrazdan city, born in 1977.
In connection with the incident, criminal proceedings were initiated in the Kotayk Marz Investigation Department of the RA Investigative Committee under Article 44-254, Part 2, Clause 3 and Article 452, Part 1 of the RA Criminal Code. Another criminal proceeding was initiated under the features of Article 155, Part 1 of the RA Criminal Code.
The scene of the incident was inspected and a number of persons were questioned. A forensic examination was appointed. The patrol officer’s gun was confiscated.
The investigation is ongoing. All the necessary measures are taken in order to find out the complete circumstances of the incident, to give legal assessment to the actions of the persons involved in the incident.
Note: A person that is suspected or accused of an alleged crime is considered innocent until his/her guilt is proved by a court judgment that has come into legal effect pursuant to the procedure determined by RA Criminal Procedure Code.
