Draft Legislative changes aimed to prevent cases of violence, hate speech, hostility and ensure public solidarity

The Ministry of Justice presented for public discussion the draft of the RA Government on the ” Action Plan 2023-2025arising from the National Strategy on Human Rights Protection”.

Iravaban.net reports that the Ministry of Justice of the Republic of Armenia has developed a Draft Action Plan 2023-2025 arising from the from the National Strategy on Human Rights Protection, which will include measures aimed at reforms in the field of human rights over the next 3 years.

It is noted that the need to develop the draft is due to the turning changes that have taken place in the social andlegal life of the Republic of Armenia in recent years, including the importance of taking urgent measures arising from international obligations and, ultimately, as a result of the velvet, non-violent, popular revolution that took place in the country in 2018.

The objectives of the Action Plan 2023-2025 arising from National Strategy on Human Rights Protection are:

  1. Effective protection and guaranteeing of human rights.
  2. The implementation of the consistent state policy aimed at protecting and guaranteeing the basic rights and freedoms of human beings and citizens, guaranteed by the RA Constitution.
  3. The improvement of structures for the protection of civil and political, economic, social and cultural rights guaranteed by the international treaties of the Republic of Armenia, in accordance with the international obligations undertaken by the Republic of Armenia, taking into account the recommendations and instructions of the bodies acting on the basis of the international treaties related to the protection of human rights.
  4. Raising public awareness about human rights and means of their protection, encouraging the protection of their own rights by state and local self-government bodies, officials, as well as society and citizens, spreading knowledge about human rights and means of their protection, through the implementation of educational programs.
  5. Outlining the directions of the joint human rights policy, creating the basis for actions to be implemented in the following years.

Justification of the draft, states that the 2023-2025 Action Plan arising from the National Strategy on Human Rights Protection will improve legislation and ensure effective mechanisms to prevent and prosecute torture, inhuman and degrading treatment, in order to prevent incidents of violence, hate speech, hostility and ensure public solidarity.
