The Head of “With Honor” Faction Hayk Mamijanyan responded to the journalists’ questions during the briefings following the NA sittings, which mainly referred to the Artsakh issue and the processes taking place around it.

Recently, the authorities often talk about creating an internationally visible mechanism, in which case Stepanakert and Baku should enter into dialogue with each other. What is a visible international mechanism and is it different from an invisible mechanism? Answering this journalist’s question, Hayk Mamijanyan mentioned that the recent legislative amendments implemented in Azerbaijan are aimed at reducing the autonomy of all administrative-territorial units, this is done even in case of Nakhijevan, which is a violation of international treaties.

“It doesn’t matter how it is formulated: visible, not visible. At this moment, the Karabakh side interprets the ongoing negotiations as a negotiation to solve urgent humanitarian problems, while Azerbaijan interprets it as a contact with an ethnic unit. That is the biggest problem. And the logic by which the general negotiation architecture is going at the moment will lead to exactly that,” the deputy underlined, adding that when we talk about guaranteeing security, we should understand that security guarantee can only be the solution to the status issue. Responding to the journalist’s clarifying question, whether the creation of any international mechanism to ensure Artsakh people’s safety is not realistic, Hayk Mamijanyan noted: “I consider it real: one armed peacekeeper next to every Armenian living in Artsakh. Knowing the expansionist aspirations of the neighboring state, I think that those present in the hall also realize this, it is the only opportunity for the citizens of Artsakh to be safe. And such a thing will not be prescribed in any Agreement.”

Hayk Mamijanyan also informed that the next meeting within the framework of Euronest will take place in Baku, probably in autumn. According to the deputy, if he has the opportunity to go to Baku, he will do his best to meet with Armenian prisoners of war held in Baku prisons.

Regarding this issue, the Head of the Faction addressed a letter to the Speaker of the Milli Majlis of Azerbaijan a year ago.
