The EU will provide a 10 Million Euro Grant assistance for the reforms in the RA Police, Migration Service and Human Rights Sectors

At the session on 20 October, the Government instructed the Ministry of Finance to prepare the signing of the grant agreement within the framework of the RA-EU bilateral cooperation agreement “EU for resilient and accountable institutions-police and migration reform and human rights protection in Armenia”

Deputy Prime Minister Mher Grigoryan noted that according to the project, which is financed from the EU budget with a total cost of 10 million Euros, within the framework of the Multiannual Indicative Programme 2021-2027 for Armenia for the implementation of police reforms, migration management and human rights protection, without the co-financing component on the Armenian side.

“Within the framework of the project, it is planned:

  1. Elaboration and implementation of an efficient and accountable institutional system (services provided by the Police) based on European and international standards and EU best practices (independent bodies: Police and Ministry of Justice).

In this context, support will be provided for the establishment of the Ministry of Internal Affairs, Police reforms, and proper management of the its human resources and professional development, as well as the capacity building of the Patrol Police.

  1. Improving the delivery of migration services through a technical assistance program to promote well-managed and safe mobility (beneficiary agencies: Ministry of Labor and Social Affairs, Migration Service, Police)…
  2. Promotion of a strengthened rights-based approach in the provision of public services to guarantee protection, equality and inclusiveness (beneficiary bodies: Offices of the Human Rights Defender and RA Representative on International Legal Affairs, Ministry of Justice).

In this context, support will be provided to strengthen the capacities of the Office of the Human Rights Defender, the Office of the RA Representative on International Legal Affairs and other relevant public institutions at the national and local levels. Support will be provided to promote public awareness about human rights and, in particular, the rights of vulnerable groups, as well as the implementation of the Human Rights Strategy and Action Plan for 2020-2022 and the development of the new Human Rights Action Plan for 2023-2025,” the justification of the project reads.
