All this is a consequence of legislative changes made for purely political expediency without expert advice, without the expertise of the Council of Europe. That is, of contradictory changes.
“Open voting with ballots” – nonsense that has already undermined the foundations for a stable and harmonious functioning of a number of newly formed councils.
In a number of communities, there are lawsuits or boycotts or resigning mandates, delegitimizing the electoral process.
Coalitions at the local level lead to inefficient governance, literally interfering with resources. Especially when the political culture is not developed. This is what the world experience says.
In 2008, we included in the Law on Yerevan the principle of giving a bonus to a force that received 40% when 50 + 1 was not collected. In the following years, this provision was criticized by political forces.
