“The Armenian side has repeatedly stated, even before us, the former authorities, that relations with Turkey should be normalized without preconditions, because if there are preconditions, it is difficult to move forward on any issue. We hope that the normalization of relations will be without preconditions, there will be an opportunity for dialogue,” Secretary of the Security Council Armen Grigoryan said today, on 24 September.
He noted that all the existing issues are debatable, but it will be very difficult to start a relationship with preconditions.
Armen Grigoryan referred to the installation of an Azerbaijani police checkpoint on the Goris-Kapan interstate road, noting that both the Armenian and Iranian sides are concerned.
“We are discussing this issue at all levels in order to get a solution as soon as possible. And in discussions with our Russian partners, we raise this issue; we expect a solution as soon as possible. Negotiations are underway to resolve the issue,” he said.
According to him, Azerbaijan regularly initiates provocations in connection with this road.
