“Victory! The European Court of Human Rights has ruled that the Azerbaijani authorities were guilty of attempted murder on me in a Baku prison and the use of brutal torture. Azerbaijan is obliged to pay me 30,000 Euros as compensation.”
It should be reminded that at the end of 2016, Lapshin was arrested in Minsk at the request of Azerbaijan, which included him in the “list” for visiting NKR without agreeing with Baku. The Prosecutor General’s Office of Belarus had decided to satisfy Azerbaijan’s request and extradite Lapshin. A court in Baku sentenced him to three years in prison. On 11September, Azerbaijani President Ilham Aliyev signed a decree pardoning Israeli citizen Alexander Lapshin. At the same time, it turned out that Lapshin was about to commit suicide in prison.
