Armenia applies to the CSTO because, according to Nikol Pashinyan, “the current situation fully corresponds to the second paragraph of Article 2 of the CSTO Treaty.”
Note that the mentioned Article of the Treaty defines:
“Article 2.
The participating states will consult with each other on all important issues of international security affecting their interests, and agree on positions on these issues.
In the event of a threat to the security, stability, territorial integrity and sovereignty of one or several participating states, or a threat to international peace and security, the participating states immediately activate the mechanism of joint consultations in order to coordinate their positions, develop and take measures to provide assistance to such states – participants in order to eliminate the threat that has arisen.”
Minister Nikol Pashinyan stated at the Security Council session:
“The RA Armed Forces carried out tactical countermeasures. As a result of the tactical countermeasures of our armed forces, the Azeris stationed in some adjacent areas left the occupied territories. No case of use of firearms or other weapons was registered by the representatives of the RA or Azerbaijani Armed Forces. However, about 250 military of the Azerbaijani armed forces are still inside our state borders in some parts of Syunik and Gegharkunik regions.
I instruct the Acting Minister of Foreign Affairs Ara Ayvazyan, the Acting Minister of Defense Vagharshak Harutyunyan, and the Secretary of the Security Council Armen Grigoryan to take measures to launch consultations under Article 2 of the Collective Security Treaty in order to coordinate the positions of the CSTO member states and eliminate the threat.
I instruct to take measures to start the procedures envisaged by the Collective Security Organization crisis response regulations. Although at the moment we do not have any cases of shooting or firefight in the mentioned locations,
The rapid implementation of the CSTO procedures is necessary to prevent further escalation of events, to protect territorial integrity, stability, sovereignty, we take these measures as a CSTO member. The Security Council session will continue behind closed doors,” he said.
