From 2011 until today you have been teaching at YSU Faculty of Law, since 2016 also at the Academy of Justice. There were things that were unacceptable to you when you were a student. Which ones would you decide not to repeat if you were on the other side of the table?

– You are asking a difficult question. Probably the most unacceptable for me or the thing I would like to avoid is the arrogant attitude towards the student’s abilities. There were lecturers who were arrogant towards the students. They overestimated their abilities and underestimated the students. Because that’s the worst thing a teacher can do.

– YSU Faculty of Law is one of the conservatives of the university. Doesn’t it hinder the work of the lecturers?

– I would not agree that it is conservative. Maybe it is the external impression, because the profession is conservative in nature. Our science is 2700 years old, starting from Rome. Most of our science is a study of the past and therefore one may get the impression that it is conservative. Besides, jurisprudence is formalistic. But I do not think we are not progressive.

– Are the social rights more protected by the Constitution adopted in 2015 than by the previous Constitution or not?

– There is a pathos in social rights, which must always be taken into account. There is always that dichotomy. The first is that economic development is always hindered by social rights. That is, if the level of social protection is raised, then economic development slows down. If the state protects the employee more in the labor relations, the employer’s condition worsens. Therefore, the state must bear the burden when protecting social rights. Our Constitution is written with the logic that the state should bare that burden. For example, the state has not taken any steps to create jobs. However, it is by creating jobs that the state can guarantee social rights.

We do not have the labor right, we do not have the freedom to choose a job. “Labor right” means that the state must guarantee its policy in such a way that anyone in Armenia can realize his desire to have a job, to work. Our state does not pursue such a policy.
