According to the decree signed by the President of the Republic of Azerbaijan, certain restrictions on the right of free movement were introduced in the Artsakh Republic, as well as a special regime for the exit of the citizens of the Artsakh Republic.
A Commandant’s Office has been set up, headed by Karen Sargsyan, director of the State Emergency Service of Artsakh.
When in the streets and in other public places during martial law, everyone must have an identity card (military record book) with them, which, if necessary or asked, must be presented to the patrols who are on round-the-clock service throughout the country.
We urge to unconditionally follow the instructions of the Commandant’s Office, and to move only when absolutely necessary.
