On 24 September, at the regular sitting, the Government adopted “Support to the Implementation of Judicial Reforms in Armenia. Phase I” draft financing agreement.

Deputy Prime Minister Mher Grigoryan said that the European Union will provide 30 million euros, of which 3 million euros will be spent on technical assistance (mainly consulting services), and the remaining 27 million will be allocated to the state budget in three equal installments.

The overall goal of the program is to make it possible to ensure the rule of law and an effective fight against corruption in the field of justice. The specific goals are: to strengthen the independence, ethics, and accountability in the justice system, to improve the provision of services and its performance, as well as to strengthen the judiciary’s response to corruption.

The Minister of Justice Rustam Badasyan mentioned that the program is based on the Judicial-Legal Reform Strategy and its Implementation Action Plan 2019-2023. Priorities set out in the Action Plan, such as the fight against corruption, improving the independence, impartiality and accountability of judges, and improving the efficiency of the judiciary.

The program reflects the priorities of the RA anti-corruption strategy, one of which is the establishment of a specialized anti-corruption court, appropriate preventive, prosecutorial and investigative bodies.
