Hovsep Khurshudyan, President of the “Free Citizen” Civic Initiatives Support Centre” NGO, wrote on his Facebook page:
“Ruben Vardanyan told at an online Russian program that when he returned to Moscow from Armenia, he was sent to a two-week quarantine for self-isolation. When one day, during his quarantine he came out, he received an SMS warning that he had been warned of violating quarantine and that he would be held accountable next time.
In other words, the mobile phone place location identification system works, which is an effective tool for following the rules of quarantine.
There is a similar tool in the hands of the RA Commandan , which was given to us by our National Assembly, adopting the relevant law. Now, as a citizen who was in favor of the adoption of this law, considering that it is possible to sacrifice the secrecy of the movement of myself and other citizens for the sake of overcoming the epidemic, I have a question to the RA Commandant Tigran Avinyan. For a week now, not only those who have been in contact with the infected, but also those who have been infected, even those with bilateral pneumonia, who do not take the Covid19 seriously, are sent home with a self-isolation requirement. To date, how many self-isolated offenders have been identified by the change in geolocation, how many have been warned, and how many have been prosecuted? Or, as a continuation, how many accumulations were detected and dissipated using the same geolocation tool (including baptism, birthday, other crowded event).
By the way, this issue should have been asked to the Commandant by the CC deputies who first of all adopted the relevant law, as the deputy’s job is not only to adopt laws, but also to control their implementation.”
