The Minister also touched upon the statements of the Chairman of Supreme Qualifying Committee Smbat Gogyan that the acting Rector of the Armenian State University of Economics Diana Galoyan receives patronage from the Deputy Minister Grisha Tamrazyan.

“A question is raised why no competition is held at ASUE. In fact, during the last 1 year and 4-5 months, the university, due to the problems that have come from the past, particularly in connection with the dissertations, constantly encounters, is under stress and is in crisis. As a statesman, I even make decisions at the expense of various rumors and slanders, so that those universities do a normal job and the changes of the leadership or the elections do not cause a serious problem. And now, I have decided that a competition will be announced at ASUE in the coming days to put an end to all this. And now, issuing from all these processes I call on Diana Galoyan to ensure equal conditions to everyone, to refrain from various rumors that some people are influencing the process. I urge you to resign from the post of acting rector, and thus to finally zero and not allow the competition to be overshadowed,” Minister Harutyunyan said.

I would like to refer to the statement made by the Chairman of Supreme Qualifying Committee Smbat Gogyan in his interviews that there are obvious translations and transcripts in the doctoral dissertation of the acting rector of the Armenian State University of Economics, but according to Smbat Gogyan, the acting rector still holds the post. In fact, she is sponsored by the RA Deputy Minister of Education, Science, Culture and Sport Grisha Tamrazyan. In other words, this statement, apparently, may testify to possible illegal sponsorship, which may include features of a crime, in particular, abuse of official authority, transfer or other similar criminal act.

Therefore, I ask the law enforcement agencies to consider my statement as a report on a crime and to take appropriate measures to find out both the actions of the person making the statement and, moreover, the alleged actions of the Deputy Minister. At the same time, I think that the law enforcement bodies should invite Smbat Gogyan, take a corresponding report or explanation in connection with his own statements, at the same time warning about another criminal offense envisaged by the Criminal Code – false betrayal.

And if it turns out that Grisha Tamrazyan has sponsored, he must be prosecuted, and otherwise Smbat Gogyan can be prosecuted for false betrayal. I think there can be no other way out in the rule of law country than to legally resolve this situation.”
