The draft law on Making Amendments to the Law on Legal State of Emergency and on Making Amendments to the Law on Electronic Communication was not passed in the second reading today, 31March.
Edmon Marukyan, the head of the “Bright Armenia” faction, called on the PAP not to vote.
65 deputies voted in favor and “abstained” – zero, “against” – zero, the draft package was not adopted.
Notably, the Justice Minister Rustam Badasyan had presented what the draft was not about, stressing that these restrictions apply exclusively to the state of emergency declared on the basis of the epidemic.
- No restrictions will apply after the state of emergency.
- No new citizen data will be collected or processed. Operator data will be combined into a single database to combat the epidemic.
- All aggregated data will be subject to destruction upon completion of the emergency.
- All this does not in any way imply disclosure of telephone conversation; It is important to record only the fact of the call and the location.
- Although the information available to operators will be aggregated, data processing may be carried out in the minimum amount necessary to achieve the stated goal. That is, unless the person is in the risk zone, they cannot perform analysis based on the processed data; it will lead to criminal liability.
