Tigran Avinyan’s Decision on Special and Urgent Cases of Entry into the RA

On 20 March, Deputy Prime Minister, the RA Commandant Tigran Avinyan signed a decision on defining special and urgent cases of entry into the RA.

The decision states in particular:

Governed by Clause 2 (3) of the Annex to Decision No 298-N of the Government of the Republic of Armenia of 16 March 2020 “On declaring a State of Emergency in the Republic of Armenia”:

  1. Establish that in exceptional cases an exemption from prohibition of entry into the territory of the Republic of Armenia may be granted in the event of urgent health, economic or manufacturing needs, when appropriate justifications are provided;
  2. Persons meeting the requirements of paragraph 1 of this Decision shall be authorized to enter the territory of the Republic of Armenia by the decision of the Commander of the Border Troops of the National Security Service of the Republic of Armenia, by coordinating with the Commandant in case of passing the examination referred to in Clause 1 of the 1 of Decision N5 of 18 March, 2020 of the Commandant, and if no symptoms of infection are detected;
  3. The person(s) having entered the Republic of Armenia on the grounds established by this Decision shall be notified by the RA Health and Labor Inspectorate of the state of emergency in Armenia and the relevant restrictions, and information on residence, invitee and other contact details of those persons during their stay in the RA are transmitted to the relevant health authorities for medical monitoring;
  4. To the Commander of the RA NSS Border Troops Vaghinak Sargsyan: submit the data of the persons, and information on the purpose of entry to the Republic of Armenia on the grounds defined by the abovementioned decision to the Commandant’s Office;
  5. This Decision shall enter into force on the day of its publication.”
