Ruzanna Hakobyan, Chairperson of the Civil and Administrative Chamber of the Court of Cassation and her Husband have received Large Donations

At the Recommendation provided by the SJC Decision-40-Vo-108 and the Presidential Decree of 4 October, 2018, Ruzanna Hakobyan was appointed Chairperson of the Criminal Chamber of the Court of Cassation for a six-year term.

In 2011, when Ruzanna Hakobyan was a judge in the Administrative Court, according to the declaration submitted to the Commission on Ethics of High-Ranking Officials of Armenia her funds totaled to 4.8 million AMD, and $ 3,300. The revenues amounted to 6 million 362 thousand AMD, which was received from salaries.

In 2012 her savings remained the same, and the revenues amounted to 6 million 237 thousand AMD.

The declaration for 2013 states that her husband, Andranik Hakobyan, is the Deputy Head of the  Department for Investigation of Especially Important Cases of the RA Prosecutor General’s Office. In that year Ruzanna Hakobyan’s funds reduced to $ 100, and the income was 6 million 753 thousand AMD, which was received from two salaries.

In 2014, the judge’s funds increased and totaled to 5 million 200 thousand AMD and 3200 USD. Th3e income also increased: 8 million 92 thousand AMD, which was received from 2 salaries.

In 2015, Ruzanna Hakobyan, already the Judge of the Civil and Administrative Chamber of the Cassation Court, declared:

  • A land plot with a cost of 2 million 769 thousand AMD,
  • 5 million 450 thousand AMD and 3200 USD,
  • 8 million 336 thousand AMD, received from 3 sources, of which 2 million 769 thousand AMD were donated, therest was received from two salaries. It is assumed that the donation was just the land plot.

In 2016 her funds increased and totaled to 6 million 100 thousand AMD and 3,500 USD. Her revenues amounted to 29 million 612 thousand AMD, of which 20 million were borrowed, the rest was from two salaries and 2250 EUROs, which was received from other civil law contracts.

In 2017, her funds remained the same, and the revenues amounted to 21 million 164 thousand AMD from 6 sources, salary, other civil-law contracts, 3 borrowings and other income.

In 2018, Ruzanna Hakobyan did not submit an annual declaration on assuming position Chairperson of the Civil and Administrative Chamber of the Court of Cassation.

Ruzanna Hakobyan’s husband, Andranik Hakobyan has declared:

  • In 2011, the following funds – $ 33,500, 2.5 million AMD, revenues of 4 million 712 thousand AMD, received from the salary and $ 8100, which was received from 3 donations. 
  • In 2012,his funds remained the same, and the income was 6 million 311 thousand AMD, which was received from the pension and two salaries.  Andranik Hakobyan received a donation of $ 2000 as well.
  • In 2013, there wasa significant increase in the funds, amounting to 44 thousand 700 USD, 2.5 million AMD. The revenues amounted to 5 million 591 thousand AMD, which was received from the pension and two salaries. He also received a $ 9,200 donation.
  • In 2014, Andranik Hakobyan’s funds increased and totaled to $ 62,050 and 3 million AMD. His revenues amounted to 7 million 31 thousand AMD and $ 17,350, which was received from 2 donations. 
  • In 2015, the funds totaled to 3 million 400 thousand AMD and 62,850 dollars. The revenues amounted to 7 million 600 thousand AMD, which was received from the salary and $ 800, which was again donated.
  • In 2016, thefunds totaled to 300 thousand AMD, the income from the salary was 7 million 769 thousand AMD.
  • In 2017, thejudge’s husband alienated a VAZ 2109 car for 480,000 AMD. His funds totaled to 3 million 850 thousand AMD and 63,100 USD. The revenues amounted to 11 million 750 thousand AMD, which were received from salaries and borrowings.

Ruzanna Hakobyan’s daughter Mary Hakobyan, did not mention anything in her declaration for 2011In 2012 she received a salary of 89,000 AMD. In 2013, her earnings came from 2 salaries and amounted to 509,000 AMD. In 2014 the earnings from the salary amounted to 1 million 619 thousand AMD.

Nothing is mentioned in the 2012-2016 declarations submitted by the other daughter of the judge, Lusine HakobyanIn 2017, her income amounted to 477,000 AMD, which was received from wages.

Ruzanna Hakobyan was born in 1967 in Yerevan.

  • 1984 – 1989 – studied at YSU Faculty of Law.
  • 1990 – 1999 – worked as a consultant in the Leninyan District Court.
  • 1999 – 2002 – worked as an attorney at the Advocates’ Office of the Arabkir Community of Yerevan.
  • 2002 – 2008 – worked as a Judge of the RA Economic Court.
  • 2008 – 2015 – worked as a Judge of the RA Administrative Court.
  • On 5 February, 2015 she was appointed Judge of the Civil and Administrative Chamber of the Court of Cassation by the RA Presidential Decree.
  • 2018 On 1 March, 2007, she was elected member of the Supreme Council of Judges by the General Assembly of Judges of the Republic of Armenia.
