On 6 February, the Government presented the draft, where chapter 3 is devoted to the fight against corruption. This chapter reads:
“The Government is convinced that corruption is one of the most destructive phenomena in the life of the society and the state. Therefore, the fight against corruption is one of the main priorities and the Government will be decisive, persistent, uncompromising and intolerant in this fight. The identification of the causes of corruption and the implementation of measures aimed at eliminating them is of particular importance.
The government will carry out uncompromising struggle against corruption in the scope of the possibilities provided by the legislation of the Republic of Armenia, and expects extensive public support and cooperation with law enforcement agencies. Corruption should meet a widespread public contempt. Officials who have acquired property from non-transparent sources, along with the punishment provided by the legislation of the Republic of Armenia, should deserve public contempt and condemnation.
For the effectiveness of the anti-corruption fight it is necessary to ensure the implementation of the principle of mutual control and counterbalance, to minimize the possibilities of applying double approaches in legislative regulations as well as to introduce new tools. At the same time, the struggle should be carried out both through the implementation of strategic, key operational measures and through the development and transformation of the anti-corruption institutional system. From the perspective of the anti-corruption institutional system, it is important to establish an anti-corruption body with guarantees of independence that will conduct researches and will have the tools required to identify corruption offenses. At the same time, simplification and clarification of the legal regulation of different spheres can be essential.
In order to return the assets illegally withdrawn from Armenia, the Government intends to revise the legislation of the Republic of Armenia on the institute of the return of assets and, in this respect, strengthen the international cooperation.”
