Perpetrators shall be provided Guarantees through Amnesty that they will not be prosecuted: Karen Zadoyan

The Civil Society – Government Conference entitled “The Possibilities of introducing of mechanisms of Transitional Justice in the RA in the Light of the International Experience” organized within the framework of the EU funded “Commitment to Constructive Dialogue” project is currently underway.

Project Manger Karen Zadoyan told the reporters that the analysis of international experience in transitional justice shows that the public must first understand what transitional justice is, consolidate the national expertise and then assess the possibility of its introduction in a country.

“The public service system should be turned from a system that violates human rights into a system of respect for human rights through implementation of the transitional justice. The system of institutional reforms shall prevent the repetition of the mass human rights violations that have taken place. The election fraud during all elections since 1995, corruption offenses, the money robbed from Armenian citizens, and most of this money which have flooded abroad should be a subject of discussion. This can also include be the property seized from Armenian citizens and legal entities for prevailing public interest and so on,” Karen Zadoyan said.

According to him, the objective of transitional justice is to establish public solidarity.

“That is, the perpetrator and the victim of the violence should reconcile and forgive. In the same mechanism, the truth committees should be formed to start this dialogue and to make those discoveries and also to provide guarantees through the amnesty to the perpetrators that they will not be subject to criminal prosecution. As for the harsh forms, they are such measures as: lustration (purging), vetting (filtering the state and political figures). In other words whether purging of the law enforcement bodies and judicial system from the corrupts judges, and the representatives of the representatives of law enforcement agencies engaged in illegal activities and violation of the rights, is applicable in Armenia, or not and whether the officials under the former authorities who were involved in illegal activities are subject to discloser or not? All these issues should be decided by the public,” Karen zadoyan said.
