Serzh Sargsyan, candidate to the post of the Prime Minister of Armenia, held a speech in the National Assembly. He thanked the Republican Party of Armenia (RPA) and ARF Dashnaktsutyun for his nomination and their trust.
He mentioned in his speech: “Dear deputies, two and a half years ago, this hall was tensed when the draft constitutional amendment were being discussed. That draft became a Constitution and a ground to radical changes in our political system, the content of political forces, and the role of actors in the state system. “
“As in case of any new endeavor, it is also very important here where to start. In order to bring the parliamentary form of government to the end, today we form the government by the parliamentary way, the first step of which is the election of the Prime Minister,” Serzh Sargsyan said.
According to him, no form of government can be perfect, but it can be favorable. And while independence was more important for Armenia than political stability and governance, today these issues can be considered as satisfactory, and now a transition is made to dynamic development.
“In the first years of independence, the principle that the stability of the country and the development should be based on the role of the president’s power in the country was objectively greater and prevailing.
We must state today that in the first years of independence, the forms of presidential or semi-presidential administration had no alternative, whereas today it is evident that the problem of having balanced, controlling and responsible government remains dominant: the power where each branch and circle is in harmony, and in our opinion this can best be solved within the framework of parliamentary government,” the third President of the Republic of Armenia, Serzh Sargsyan said.
