Alina Hovhannisyan, head of the medical station of one of the military units of the Defense Ministry is charged with demanding and receiving bribes. 6 other citizens are charged with giving bribe.
The case is in the court. The court trial is held in the First Instance Court of General Jurisdiction of Shengavit Community. Presiding Judge Davit Blayan, who is the Chairman of Court.
The witnesses were questioned at today’s court hearing.
One of them the cadet Gurgen Babayan told that his mother was in poor health. He appealed to the medical station of the military unit to Alina Hovhannisyan, knowing that there are some benefits for the treatment of the serviceman’s parents in the system.
Alina Hovhannisyan asked to submit documents confirming the mother’s illness, after some time she begin the healing process. She explained that there is a surcharge of 41 thousand AMD, and Gurgen paid it. “Then I learned that the surgery was worth more and I would have to pay 200 thousand AMD, the law has changed and the state was not able to reimburse the costs of treatment of soldier’s parents. At first, I approached the Head of medical station. She said that we do not have to pay 200 thousand AMD. Then my mother went into surgery, she called me and said, that the surgery was postponed and they require 200 thousand drams. I approached Alina Hovhannisyan, and agreed to pay the amount later, my mother underwent surgery.”
After a month the doctor called the cadet’s mother for post-surgical examination. The young fellow said that just at that time a man entered the doctor’s office and told to his mother “You are happy that you have to pay only 200 thousand AMD. Then I thought about these facts and was curious why we paid that 41 thousand AMD and wrote a report to my superior.”
According to the cadet after two weeks the representatives of the Military Police came to the military unit. They selected some cadets from the line and took them to the preliminary investigation body. The cadets stayed in another military unit for some days to provide evidence..
Today the court questioned the doctor Khachatur Vardazaryan who had operated on the cadet’s mother. He was the ex-employee of the Ministry of Defense and then moved to a private clinic, where the woman underwent the surgery.
He told that the Head of the medical station had applied to him with request to perform surgery. “I was a serviceman and had to obey the instruction to perform surgery. During the preliminary investigation I was asked whether anyone had phoned me and asked for the surgery. I said that no one had called and asked me anything,” he said.
Alina Hovhannisyan asked the witness if as a former serviceman he thinks it normal to support in surgery of the cadet’s mother. “I consider it normal. You were the head of medical service and you could.” The doctor answered.
In addition, the judge was interested about the circumstances that the cadet’s mother underwent surgery in a private clinic in the new workplace of the doctor. Or whether it was due to the person of the doctor (details in the video).
Notably, according to indictment, Alina Hovhannisyan was charged with the fact that working in the position of the head of the medical station of the RA Ministry of defense in the period of September 2014 to April 2015, in some cases she demanded and received bribes ion different amount. Other 6 citizens are accused for giving bribe and assisting to giving bribe. The size of the bribe was 80 thousand AMD.
