Minister of Territorial Administration and Development David Loqyan assumed the office on 24 February, 2016. Prior to it he was MP in 1999-2003, in 2001-2003 he was the Minister of Urban Development, and in 2003-2008 – Minister of Agriculture.
After assuming the office, he declared one apartment, one residential house with its buildings, and one public building (for social services, as well as for the administrative and non-governmental organizations).
He declared 3 shares for 41.5 million AMD, 37.15 million AMD and 63.4 million AMD.
His funds amounted to 4000 USD and 2000 EURO. He obtained the income exclusively from the dividends – 1.5 million, 2.1 million and 1 million AMD. In January-February, before assuming the office, D. Loqyan’s income totaled to 4.6 million AMD.
Notably, his son 29 years old Sergey Loqyan was appointed the advisor to the Prime Minister on 17 May, 2014 (prior to it he was the assistant to the Prime Minister, then – the advisor). He submitted his resignation to the Prime Minister’s advisor 2 days before his father assumed the office.
At the beginning of 2012, the funds of Junior Loqyan amounted to 54.8 million AMD and 49 thousand USD. At the end of the same year his assets decreased to 17.3 million AMD.
This year his incomes amounted to 30.18 million AMD, the “lion’s share” was received from the dividends – 23.2 million AMD, and 4.8 million AMD – for the lease payments.
In 2013, he obtained and sold 63.4 million AMD shares and 8.06 million AMD stocks. At the end of the year his assets totaled to 4 million AMD. And his income amounted to 44.57 million AMD, 3.59 million of which was received from the remuneration for job, 7.2 million – from the lease payments.
In 2014, 2015 and 2016, Sergey Loqyan didn’t submit declarations after assuming the office. Whereas, in accordance with Article 5, Point 15 of the Law on “Public Service”, the advisors to the Prime Minister are considered high-ranking officials as well; so they should declare their property and income.
P.S. we should note that on 9 April, David Loqyan transferred a total of 600 thousand AMD to NKR government’s extra-budgetary account.
