MP Edmon Marukyan suggests depoliticizing some state commissions. At today’s session of the government Arpine Hovhannisyan presented the deputy’s package.
According to the draft packages the members of the State Commission for the Protection of Economic Competition of Republic of Armenia, the Public Services Regulatory Commission, The National Commission on Television and Radio, as well as the President of the Control Chamber and the members of Board of the Control Chamber cannot be a member of any party or be engaged in politic activities.
According to the reasoning attached to the presented drafts, the provision about the above-mentioned additions are necessary for ensuring impartial implementation of authorities by both Commissions and the Board of Control Chamber.
The Government said that the provisions on non-politicization of the members of audit committee (present-day Control Chamber) and the members of the n National Commission on Television and Radio were mentioned even earlier. Especially in the period of constitutional reforms this had become the issue of concern and the commission on constitutional reforms discussed the above-mentioned problems and foresaw some solutions based on the international practice.
On the one hand, some countries have not foreseen any obstacles for the engagement in political activities, but they foresaw other procedures for the independence of the mentioned bodies. On the other hand they directly set the requirement of non-politicization.
The RA Government already started to discuss which procedure is the most effective.
The RA Government proposed to the author of the legislative initiative to hold aloof from the discussion of the draft package, invited to participate in the discussions and noted that at the current stage the government was against the discussion and adoption of the presented draft package.
