On February 19, the General Meeting of the RA Judges chose the best judges and courts of the RA in 2015.
The awards “The Best Judge of the Year” and “The Best Court of the Year” were established by the decision of the General Meeting of the RA judges on 19 February 2009 and are awarded on annual basis.
Based on the 12 February 2016 Decision No. 13L, the Council of Courts’ Chairmen had formed a commission headed by the Council of Courts’ Chairmen of the RA Court of Cassation for the selection of the best judges of 2015. The commission was composed of the Chairmen of the Chambers of the RA Cassation Court and the Chairmen of the Courts of Appeal. The Commission had to carry out corresponding studies and provide opinion on the matter. The Commission had established the criteria for the selection of “The Best Judge” and “The Best Court”. The main criteria for determining the nominees were:
1.Number of the investigated cases,
2.Number of the appealed, annulled or changed cases,
3.Maintenance of reasonable terms for the investigation of cases,
4.Participation of the judges in the training courses, seminars and other events,
5.Discipline,
6.Profound complaint-applications against the judge,
7.Profound media publications about the judge,
8.Initiation of proceedings in the RA Council of Justice and Ethics Committee of RA Council of Courts and their process,
9.Conduct and authority of the judge,
10.Staff’s treatment towards the judge.
Based on the above mentioned criteria Naira Grigoryan and Edgar Hovhannisyan, Judges of the Court of General Jurisdiction of Armavir marz, Gayane Khachatryan, Judge of the Court of General Jurisdiction of Erebuni and Nubarashen Administrative Districts, Narine Hovakimyan, Judge of the Court of General Jurisdiction of Lori marz and Alexander Azaryan, Judge of the Court of General Jurisdiction of Shengavit Administrative District were recognized the best judges.
