Since the establishment of the Human Rights defender’s Institute, advocate Hovik Arsenyan has a sceptical approach to it. “I have said since its establishment that a dead child will be born, as there are no the necessary conditions for the Human Rights defender to be able to fully perform the duties before the state and the society,” the advocate said in the interview with Iravaban.net.
According to Mr. Arsenyan the Ombudsman’s institute will be able to fully perform the duties when Armenia is a legal state and there is a rule of law. “We say we are a legal state, but we are far from fulfilling the provisions of the first article of the Constitution.”
As for Karen Andreasyan’s resignation from the post on 12 January, the lawyer points out that he worked better than his predecessors. “I think that in in our current reality he managed to strive to be useful for our society and citizens. He performed his duties with due diligence.”
The advocate did not answer to our question whether it was acceptable that the Ombudsman had not provided the reasons for his resignation. He said that he did not want to make assumptions and noted that it was the Ombudsman’s personal decision.
