The Government has registered Corruption Issues in the System of Benefits

Today, the three drafts presented by the Minister of Labor and Social Affairs Artem Asatryan have been approved during the session of government. The primary of them is the amendments made in the appointment of lump-sum benefit for a child and in the procedure of the management of domestic capital.

“Our latest studies raised some concerns as some risks have emerged in relation to the costs and assets of health insurance. Our citizens conclude contracts with health insurance agencies and in fact the whole money does not reach to our citizens,” Minister Artem Asatryan told the journalists today. He stated that taking into account the following risks the Prime Minister has instructed to find solutions to the issue. “First of all, we adopted the decision that by 31 December 2016, our citizens will be able to receive the assets of domestic capital in the form of monthly payments amounting to 25 thousand AMD. Meanwhile we stipulated that the part of the direct payment of lump-sum benefit for a child be solely paid in a cashless way,” the Minister said.

Besides, there are corruption risks in this filed. In 2014-2015 domestic capital funds were spent in three areas, and about 200 million AMD was spend out of 6 billion AMD. “However in the period of October, November and the first half of December we registered a rapid growth of medical costs amounting to 200 million AMD. Studies were carried out where we managed to register some corruption risks. In fact the contracts in connection with that services could not fully aim at solving that issue for which the assets were intended,” Mr. Asatryan stressed.
