Today, the students of Anti-Corruption School for Young Leaders analyzed the statements of the political parties.
They discussed 6 scheme and revealed a number of problems. Specifically, as a result of the analysis the students stated that donations have clearly defined threshold. Moreover, the parties shall have to receive the donations from the RA citizens, but not international organizations. “Thus the international organization transfers the amount to the RA citizen, and as the threshold is high enough so the latter distributes the sum between several entities that exists, but at the same time they did not have any intention to donate. After all the donation is done by the political party,” said advocate Mariam Zadoyan, member of the Armenian Young lawyers Association after the discussion.
The next infringement are donations in form of property. According to Mariam Zadoyan the parties often do not declare them.
In addition, the young leaders also recognized the fact that the members of in case of exceeds of the specified threshold for any service the parties use financial means of the third parties. “For example, advertising has a maximum threshold. When that threshold is exceeded, the party carries it out through a third party,” Mariam Zadoyan said.
Notably, according to the RA Law on Political Parties, Political parties shall have the right to receive donations – in the form of property and monetary funds – from natural persons, non-governmental associations and funds, as well as other legal persons the million fold of the minimum wage. The total amount of monetary donations given to party, cannot exceed in one year:
1) from one commercial organization – the ten thousand folds of the minimum wage
2) from one commercial organization – the thousand folds of the minimum wage
3) from one physical person – the ten thousand folds of the minimum wage
The cost of the real state donated to the party from one person cannot exceed the two hundred thousand fold of the minimum wage.
The real estate donated to the party cannot be alienated for at least five years from the date of the donation.
