Richest Chairmen of the First Instance Courts: Statistics

We have already referred to the declarations of Chairmen of the First Instance Courts of Yerevan City. This time we have focused on the Chairmen of the First Instance Courts in the regions. What income do they have, and who are the richest among them?

V_StepanyanVardan Stepanyan is the Chairman of the First Court Instance of Kotayk marz. His funds in 2011 amounted to 15 million AMD; salary in the tax year was 7 million AMD. In addition he received a loan of 15 thousand USD.

During the next years his income has not changed considerably. His latest declaration on income (2014) informs that the income of the Chairman of the court during the tax year stayed unchanged – 15 million AMD. Salary totaled to 9 million AMD and he received loans of 15 thousand USD and 3 million AMD.

The spouse and the son of the Judge have submitted declaration on their assets as well. However, the declarations include only the information on their salaries during the tax year.Vayoc Dzor

Gagik Sargsyan is the Chairman of the First Court Instance of Ararat and Vayots Dzor marzes. In 2011 he declared 8,5 million AMD and the salary of 8,8 million AMD. This income stayed nearly the same. The latest declaration of the judge indicates 8 million AMD funds and 10 million AMD as remuneration. The income of Mr. Sargsyan’s wife is declared as well.

Armavir_SargsyanThe income of the Chairman of the First Court Instance of Armavir marz Hrachik Sargsyan at the end of 2011 totaled to 26 million AMD and 34 thousand USD. The remuneration in the tax year totaled to 7 million AMD. The representative of the Judiciary power has received 100 thousand USD as a loan in the form of credit.

The declaration for 2014 provides that the high ranking official’s funds amounted to 27 million AMD and 34 thousand USD. He had received 144 million USD loan. The remuneration in the tax year totaled to 11 million AMD.

Although his spouse’s Alvina Melkonyan’s declarations on income for 2011-2014 do not indicate information on income, however her cash assets by the end of the year totaled to 4.500 USD.

Lori_Mushex HarutyunyanDeclaration for 2011 of the Chairman of the First Court Instance of Lori marz indicates that at the end of the tax year his income totaled to 18 million AMD and the salary of 7,5 million AMD.

In 2012 his income grew and totaled to 22 million AMD, while in 2013 it decreased a little. In 2014 in the declaration that he submitted when assuming the office, the official indicated 24 million AMD and purchased a LEXUS GX 470 car. The salary in the tax year amounted to 6,5 million AMD

His spouse, Armine Abajyan declared 6,5 million AMD by the end of 2014.

SHirak_G_HovhannisyanGagik Hovhannisyan, Chairman of the First Court Instance of Shirak marz had 8,8 million AMD and 8 thousand USD income at the end of 2011. The cash assets of the official on the date of assuming the office amounted to 6,4 million AMD. In addition, he received a loan of 10 million AMD as well.

His declaration as of the date of assuming the office provides that the official has 3 flats and one public building. His cash assets totaled to 10 million AMD and 40 thousand USD.:

His spouse Arpine Hovhannisyan’s funds totaled to 7 million AMD and 2,500 USD. The income in the tax year amounted to 180.000 AMD.

Samvel Grigoryan, Chairman of the First Court Instance of Syunik marz, in 2011 declared 5 million AMD (next year the amount was nullified), 40 thousand USD and 65 thousand EURO. His remuneration in the fiscal year grew and totaled to 6,3 million AMD, other income totaled to 8,6 million AMD as well as 20 thousand USD as a loan.

In 2014 the funds amounted to 65 thousand Euros and 40 thousand USD. Remuneration in the tax year amounted to 7 million AMD.

Tavush_MardanyanAssets of the Chairman of the First Court Instance of Shirak marz Samvel Mardanyan’s funds at the end of 2011 totaled to 7 million AMD. Remuneration in the tax year amounted to 9 million AMD.

Interestingly, the senior official purchased two land plots for the cost of only 250 thousand AMD.

The declaration for 2014 indicates that his cash assets did not change – 7 million AMD and 9 million AMD remuneration in the tax year.

Gexarquniq_PetrosyanCash assets of the Chairman of the First Court Instance of Gegharkunik marz Aghvan Petrosyan in 2011 amounted to 30 million AMD. Remuneration in the fiscal year amounted to 5,9 million AMD. The income of the judge in 2012 rapidly decreased and amounted to 2,8 million AMD. In 2014 the Chairman of the Court declared 23 million AMD.

His spouse, Lilit Petrosyan did not have any income or assets. In 2012 her income from remuneration amounted to  695 thousand AMD; in 2013 it was 1,4 million AMD; and in 2014 she purchased an apartment with the cost of 10 million AMD and a land plot for 30 million AMD.

In fact this was provided as a donation as the section of the income of senior official’s spouse provides that she had received a 10 million AMD and then a 30 million AMD as donation or support as property and cash.

Suren Mnoyan, the Chairman of the First Court Instance of Aragatsotn marz, in the end of 2011 had 40thousand USD and 2 million AMD. The salary totaled to 9 million AMD.

In 2014 his cash assets from became from 5 million to 1 million AMD and from 45 thousand USD to 70 thousand USD.

The assets of the official’s wife totaled to 10 thousand USD and 13 thousand Euros. Her annual income from the salary totaled to 3000 Euros.
