A writ was sent from the Vardenis Police Department to the passport service of the same Department stating that citizen Karlen V. lives in Azat, a village in Gegharkunik Region, while in fact he does not live there.
Before receiving any document confirming the evidence from the department, the officer of Vardenis Passport Center of the RA Police Passport and Visa Service Department, guided by personal considerations, made a note in Karlen V.’s passport stating that the latter lived in that village, based on which Karlen V. was registered in the local agency of social services.
Afterwards Karlen V. received 3 million AMD from the state budget for a free operation as a member of a family registered in the system of families in need.
A criminal case was initiated in the Martuni Division of Regional Investigative Department of Gegharkunik Region against the officer of Vardenis Passport Center of the RA Police Passport and Visa Service Department for committing official fraud, under the Article 314, Part 1 of the RA Criminal Code. The preliminary investigation took a long time, about 7 months.
Later on, in order to ensure a full, objective, and comprehensive investigation, the RA Chief Prosecutor sent the criminal case to the RA Special Investigation Service. The preliminary investigation is in process.
Notice: The person suspected in or accused of an alleged crime is presumed innocent unless proven guilty in the manner prescribed by the RA Criminal Procedure Code in accordance with the Court’s verdict made effective.
