Traditionally corrupted criminal-executive system is an obstacle for the insertion of probation service: advocates

Advocates claim that number one obstacle for the insertion of probation system is the corrupted nature of the existing criminal-executive system.

Ministry of Justice has already developed the concept of Probation service insertion in the Republic of Armenia. Advocate Ara Ghazaryan presented it to the prosecutors at the Academy of Justice. According to him it will be a very complex and diversified system. “Besides, the sphere it is going to replace, namely the existing criminal-executive system, is traditionally highly corrupted. Thus this initiative by the authorities is quite commendable, and the pace is satisfying”, Mr. Ghazaryan underlined.

Advocate Ara Zakaryan, appreciating the attempts of the Ministry of Justice, mentions: “The main obstacle for the insertion of this system are corruption risks”.

Advocate Ara Ghazaryan states that out of 1350 criminals or accused people some 900 have the possibility of bearing their punishment in the framework of probation service. “Less money will be spent on a person in the framework of the service, rather than in a penitentiary institution”, concluded the advocate.
