The elections of Local government held this year were more organized compared to those from the previous years. Emin Eritsyan, the Chairman of the RA Community Union noted this during the interview with journalists on September 24

This year marks the 20th anniversary of the Local government. As Eritsyan notes there have been two main issues during these twenty years, the one was the formation of an entirely independent local government and the second was the implementation of dispersal as the 90 percent of the human resourses were consumed by the central government.

The Chairman of the RA Community Union also mentions that based on the political changes undertaken in the country several aspects should be observed as well. It would be desirable to establish a sustainable electoral system in accordance with the constitution and legislation because it is possible that a majority of the National Assembly members is formed who will consider that the heads of the community are elected indirectly whereas another majority may be formed who will be willing to change this system for the next elections.

According to Yeritsyan issues related to the RA Electoral Code can also be observed and one of them refers to the date of the elections. The Chairman of the Community Union stresses the importance of the decision to choose one single day for the Elections of the Local Government Authorities .

As Eritsyan notes , apart from that there is the issue of registration of the candidates. The restriction in community elections requires that there should be at least two candidates before the moment of registration. This undervalues the electoral process because the tendency of elections is to create competency . And in order to achieve competency fake candidates are often suggested such as colleagues, co-workers, etc who cancel their candidacy as soon as they are registered. It is essential to eliminate this norm.

As for the elections of Local Government Authorities held on September 18, Emin Eritsyan says, “We have not conducted monitoring mission as we did not have that jurisdiction being the interested party. However we have worked with the monitoring group from the Congress of the European Council as we were represented there as well. One can observe that the elections of this year were more organized compared to those from previous years. However if the competency and the participation of the political parties are regarded that this year’s elections were still unsatisfactory.
