In his opinion some of the Council members are if not the key, but just the constituent part of the current system where there is corruption, and thus they cannot actually fight against the corruption.
As for the fact that the Council was not completely formed because the four opposition parties of the NA and CSOs had refused to join it, Norayr Norikyan said, “This indicates that those NGOs and Factions have certain level of self respect. From the very beginning they have had certain reservations about the body because it was not trustful from the very beginning. In this case the NGOs and Factions showed adequate approach.”
