The condition of the corruption in Armenia and in other countries of the Eastern Partnership:
“The international anti-corruption organization “Transparency International” has conducted a new research regarding to this issue” reported Varuzhan Hoktanyan, the Director of the Anti-Corruption Center of Transparency International.
According to V. Hoktanyan, based on the research conducted in Armenia and other countries the Secretary of the Transparency International in Berlin carried out the comparative research revealing the same issues of five countries.
The first issue is the insufficiency of the mechanisms of the checks and balances used towards the executive power. The second one is connected with politicized and ineffective judicial system. And the third one is the restrictions on civil society.
Advocate Marat Atovmyan, Board Member of the Armenian Young Lawyers Association, mentioned as well that, Armenia ranked 94th among 174 countries in the 2014 Corruption Perceptions Index published by Transparency International.
The research conducted by this organization on the Eastern countries about the issues of the corruption of 2014 includes following; the main issues of Armenia are tycoons and shadow economics, sponsorship, the absence of the independent anti-corruption body and the reporters defense.
70% of Armenian citizens consider that the judicial power is under the influence of the executive power. Only 21% of Armenians think that anti-corruption attempts of the government are efficient. Mass media, civil society and business are the weakest links of the “National Integrity System.”
M. Atovmyan also spoke about the new created Anti-Corruption Council, Anti-Corruption draft strategy, the involvement of the civil society on the fight against corruption.
Varuzhan Hokanyan also referred to the recommendations in the following report: “There are two subgroups of the recommendations. The first one refers to the governments of the country. The second one refers to the ensuring of the independence of judicial system. The third one is for supporting the formation of the free and active civil society. The recommendations given to the international community are also very important.
But Marat Atovmyan thinks that considering only the recommendations of “Transparency International” Anti-Corruption International Organization will not be enough because there are also many things to do. The speaker thinks that it is very important that civil society actively is integrated into these issues. “We are for gradually beginning of serious and professional actions by setting up an anti-corruption independent body in Armenia” mentioned Marat Atovmyan.
As the speaker thinks the illegal becoming of wealthy is not criminalized in our country and we must begin making of serious deliberations and arrangements.
