The Open Letter of the Activists against electricity price-hike to Serzh Sargsyan

The activists protesting against electricity price hike at Baghramyan Avenue today applied to RA President Serzh Sargsyan. Here is the content of the letter:

“We are the citizens who were against the dialogue with You on 22 and 23 June, and who did not leave Baghramyan Avenue on 28 June, when the Police again threatened to apply to special means and physical force.

Your speech on 27 June during the consultation with the responsibles of the state’s economic policy made it clear that you had been aware of the stuffed problems of energetic system beforehand. The published annual report of “ENA” CJSC shows that since 2012 the company has enhanced its current expenses, and has been showing large damages in the financial reports for already 3 years. By the way, pursuant to Article 205 of the RA Criminal Code, at that time there were enough bases to initiate a criminal case on suspicion of maliciously escaping from taxes.

In February 2014, “Earnest and Young” international audit company concluded that “ENA” CJSC is almost broken. At that time there were bases to initiate a criminal case on suspicion of intentional bankruptcy. But instead, the state decided to drop the burden of a broken company upon the society, by increasing the prices. In 2015 “ENA” CJSC presented a false application on hiking electricity price, which is a criminally punishable action too, but the state again did nothing.

Instead, on 23 June in the morning the state initiated a criminal case against the peaceful activists who demanded to establish rule and order in the country: we all were your hostages when we were detained on suspicion of hooliganism. Nothing hindered you to detain and bring us to Baghramyan 26 and make us listen to your suggestion.

Concerning your suggestion on solving the problem, it is a pity that the response of the responsible of the State’s economic policy was not illustrated. It would be interesting to see the high ranking officials who agreed to cut the expenses of the state budget foreseen for the defense of the country in favor of the almost broke company. Who are those people who are ready to cut the funds foreseen for the army in order to finance Bibin’s “Lexuses”?

You expressed an indisputable idea in your speech: “Our country has no alternative on the way to democracy”. The problem is that You yourself and the party headed by You are the main barrier blocking that way. In our country it is not the energetic system but Your party that is “stricken with disease”, a party that on one hand holds in its hands the whole legislative, executive and judicial powers, and on the other hand sponsors the impunity of criminals and uses state power against honest citizens.

We canceled the demonstration on 6 July so as to clear our lines from people sent by special services. The sit-in protest action in Baghramyan Avenue was an open stage for everybody, and we saw how many attempts were made to spread your dominance upon the activists.

We will continue the civil disobedience until PSRC annuls the decision on the price hike. And if PSRC does not annul the decision by 1 August, and if the state does not initiate criminal cases against all the officials guilty in having energetic system collapse, we will continue the civil disobedience.

We will do it in three stages:

In the first phase we will share flyers to 600.000 families inhabiting more than 40 cities and 800 villages.  The flyers will explain how lawful and reasonable our demands are to annul the decision on price hike and how false the arguments against us and our initiative are. We will explain to the people the ways of peaceful civil disobedience and urge them to make peaceful crowded meetings all over Armenia.

In the second phase we will block the main streets of Yerevan and other main cities for 5 days. It will make clear that the Police are powerless to apply rough force against peaceful meetings of the citizens.

In the third phase we will again share flysheets and explain to everybody, why it is necessary to reject paying communal fees in a coordinated way, until people’s demands are satisfied.

With our activities we will create such a situation in the country, that the sponsors will not be able to save the regime headed by You, and You will have to return the power to the people”.
